If you use a place like Debt Reduction Services, can you still apply for a loan at a bank?

The loan is to assist me in paying off 2 medical bills that went to collections…its not for personal use! It would be easier to pay them off so they don’t show on my credit as “delinquent” and then pay a monthly bill…if you are just going to be rude please don’t answer as I am asking for help not criticism.
